But he broke the 50% line to 49% in August, and his approval rating dropped from 43% in September to 42% in October.
The average over the past three months was 44.7%, the lowest score next to former President Donald Trump among US presidents.
The reasons for his fall in approval ratings include stagnant COVID-19 vaccination rates, chaos in the process of withdrawing troops from Afghanistan, and delays in infrastructure and social welfare legislation.
In the United States, the approval rating of a president is a major factor in winning or losing midterm elections.
Typically, if the approval rating for a president is below 50%, the party the president belongs to has lost an average of 37 seats in the House of Representatives in past midterm elections.
The Democrats, which currently hold 221 seats out of 434 in the House, would lose the majority to the Republicans if they lost just eight seats.
A Republican control of the House would put a significant burden on Biden's administration.
